Transforming global governance
First, I would like to briefly remind myself about the dialectical diagram DD (according to my previous sources). The upcoming document (Pact for the Future) describes dynamic processes in human society, so presenting it in cycles with an understandable and clear end is appropriate. The document should be open to modeling stages and nodes in DD cycles, certainly for SDG Agenda 2030 tasks. Time is relentless. If Summit 2024 secures professional and financial capacity, then the chance to properly conclude and settle the added value gained by the 2030 Agenda remains. It is mainly about the values obtained for the money spent and the elapsed time. The document that is in the preparation stage can help significantly if the processes (according to chapters 1 to 5) link milestones of DD cycles in steps (algorithms) from visions to missions of their intentions (policies, strategies).
DD offers cycles from Shift (To-Be), from the vision of what we need (want) to what we know and have available today thanks to science, technology, and expectations from digitization (As-Is), Chapter 3 to tasks (Assignments) represented by Agenda 2030, Chapter 1. From the Assignment (Agenda 2030), we want to support the transformation of global governance (their processes) according to Chapter 5, which, to be feasible and sustainable, must be confirmed by Chapter 2 (via motivation for peace and security). Cycles take place in the environment of the Great Triad (objects Earth, Nature, and Human), and acquired values (knowledge, skills) further navigate to youth and future generations, Chapter 4, to obtain a sustainable Shift (To-Be). Every single cycle is a snapshot of where we've come, e.g., in 30 years from the millennium, in which data structure and how we operate data for our needs.
It is recommended that Chapeau be arranged (built) using DD in its cycle structure. The five chapters should gain an understandable structure that is strong enough to achieve consensus and hold this structure until the settlement of the 2030 Agenda. To plant DD in the Great Triad (GT) philosophy, which has a holistic dimension and integrates, under one name, more segments of today's problems ( environment, climate change, biodiversity, or the genesis and behavior of human populations, including finding pathways to civil society). If Chapeau is in the Summary of the UN4WN role, it should get a "marketing face." To capture the interest of multinational, national, and local organizations across the public and private sectors in fulfilling the SDGs through joint projects and mutual communication.
Chapter 1 Sustainable development and financing for development
I recommend looking at the current world order from both directions: from above and from below. You should underline these directions and keep them throughout the text. The text represents the top-down approach, so my recommendation focuses only on the bottom-up view. It has a concrete form, and we can call it, e.g., the principle of the distribution of data and processes (like the electric power industry).
The processes falling under this chapter have ties to the G20 and all member states, with a number of 193 members today. It is the current portfolio of human activity management in the GT environment. To approach the view from below, we need a view on a new model of expanding this portfolio by a further (detailed) territory, provinces (we assume that one province has around 1 million inhabitants). Then, we will talk about 7 thousand provinces. For a human head, it is a lot; for a computer, e.g., statistical operations, it is a significant improvement. It is a prerequisite for start-ups to work in a standard mode of data and information linked to the Sefl-Powered Community (SPC) model. One province is perceived as a unit of civil society with its SPC Utility and operating in the scope of SPC Drivers services (assumption of standardization of processes, unification of data, led by transparent communication and obtaining tools to reduce fraud and bad intentions).
The province thus becomes a basic unit of the "civil society" type with standard parameters for acquiring its values for money and given time (through projects linked to state and local governance units, e.g., infrastructure, technical, for education and health of residents). For three essential steps (in the proposed proposal), this means:
a) to obtain a comprehensive, global data structure for statistical and decision-making operations in development, disaster risk, humanitarian aid operations,
b) See the causes, risks, and long-term investment (e.g., for multilateral development banks) in the necessary details,
c) Contribute to the professional support of the implementation, monitoring, and evaluation of SDG investments (e.g., the link to expanding the annual lending capacity of IFIs by $150 billion per year).
All three essential steps represent a massive "show" about SHIFT in the human community that needs its scripts. Politicians who are leaders will increasingly be lost without "scripts," and their authority will not stand up to voters. Three possible scenarios emerge from the work on this issue to date. For example, Global digital transformation (GDT), Global human adaptation (GHA), and Global financial architecture. Other scenarios (scrips) will be helpful to develop. However, it is more than desirable that the UN initiate the development and permanent defense (consensus) of such scenarios, find ways to finance them, and develop a mechanism for their long-term application, efficiency, and effectiveness (at least for one generation).
Chapter 2 International Peace and Security
Reducing the proportion of wars (local, regional, and global), ensuring the safety of people in the GT environment (local threats, e.g., volcanic eruptions, regional, e.g., health pandemics, global, e.g. climate change) and measures aimed at changing behavior (in individuals, e.g. ethical behavior, for teams, e.g., the role of families and the protection of children, girls and women, for collectives, e.g., the role of provinces and states, e.g., acquiring values (private and public for money, without corruption, knowing that war is not a value, that the value is in negotiating peace and security, about their sustainability.) That is all the chapter says.
The recommendation thus does not concern the content of the problem (including its organizational anchoring) but the principle of how to fit into the DD cycle and add a proposal for a solution in a specific area, which was the main impetus for the creation of the UN in 1945. Dealing with the risks of wars (conventional, nuclear, chemical, and biological) may have multiple solutions (e.g., deterrence, sanctions), but one solution is around us and increasingly available. New technologies, including AI, are not just scarecrows; they are, above all (like a steam engine, a nuclear reactor), the hope of our future.
Everything that people do on earth passes through families (cultural and social dimension), organizations (in the form of products and services), and projects (in the form of development, disaster risk, and humanitarian aid). Individuals, teams, and collectives communicate their joys and problems in this environment. The availability of communication and the structure (richness), volume (extent), and quality (effectiveness) of data ensuring its applicability can be accepted as the most effective weapon against "warfare" for the long-term security of war risk reduction tasks and support of human security in the GT environment.
Therefore, it is appropriate to use the current potential of science and technology from the position of the UN and through the GDT, GHA, and GFA scenarios for life on our planet to get communication coverage for the people of all about 7000 provinces. For everyone (leaving no one behind), the opportunity to be warned in time, to ask questions, and to share his findings with others. It is not a fantasy; today's ICT can handle this, and AI offers further improvements and sets a favorable environment for this type of global communication. It is critical for prevention not to start wars, to be aware of their risks, and to feel the power of civil society to be permanent members in the climate of leaders and voters. Electoral periods (cycles) so gain "elephant memory," leaders and their voters gain timely feedback to realign their visions and missions to benefit them and their survival. The risks to preserving life (nature, including humans) in the GT are enormous and require everyone's cooperation.
Chapter 3 Science, technology innovation, and digital cooperation
The chapter describes the topic sufficiently; however, in the first sentence, "We live in an interconnected, global ecological system," I want to draw attention to the difference between this diction and the philosophical content of the Great Triad (GT). The relations of the objects of the triad (Earth-Nature, Earth-Human, Muman-Nature) and the genesis of individual objects about the detail perceived by the observer (the third person roles in the triad) are essential. GT is part of the universe that is the cause (God) of this grouping. Suppose we want to focus on a holistic vision of our reality. In that case, the design of the GT model offers ways to describe (define) our SHIFT in science, technology, innovation, digitization, and emerging AI.
Access to individual chapters is related to this. For example, the global transformation of governance extended to the area of provinces (Sel-Powered Communities) and the prepared and implemented support for the transformation of global governance in them with a clear goal: to bring to life the practical applicability of the work done on the MDGs and SDGs (in thirty years after the millennium). To leave a usable footprint for the next 30 years (for the next generation). We should start from the values around us (As-Is) at different levels, e.g., with the distinction of high, middle, and low-income countries (HIC, MIC, and LIC). The GT model is supposed to "kick up" the current philosophy to participate in the transformation processes. To unlock the wisdom of the ancients and help unlock different paths to different goals, e.g., the role of ESG (Environment, Social, and Governance) and SDG (Sustainable Development Goals) activities in the GT environment.
In addition to the rebirth of philosophy, we must embrace new methodologies. An example is the Self-Powered Community concept (model). It is a territory of inhabitants (the size of the territory is subject to the limit of 1 million inhabitants) in the arrangement of states (with inequalities in numbers, e.g., compare the state of Mauritius and the 1200 provinces of India), which for essential life functions (access to water, electricity, food, health, education, etc.) are mobilizing their power (strength) to survive and improve my position for myself. They produce products, provide services, and work for themselves (individuals, teams, and collectives). They all participate in the conditions of local, regional, and global trade (exchange of their spiritual and material values) on identical (very similar) principles.
The global (international, provincial) communication network, the standardization of production processes, services, and work in local organizations (production, services, and works), not only in cities but also in the countryside of the provinces. Their development projects are other manifestations of their inner strength to stand by themselves and assert themselves in the rapid changes of the current world of people and the effects that these changes cause in nature, on earth, and in near space.
Chapter 4. Youth and Future Generations
In today's world, children and adults need their "Toys"; it is not wars. It is not selfishness nor malice but honest work and an ordinary human smile. What we like and what enriches and protects us. They are gifts of knowledge, e.g., science, technology, and human values that are already available to us, and we can all do our best to benefit from them in the direction of Summits, e.g., Pact for the Future. Children and youth are closest to the next generation. Yes, today, fifteen to twenty-year-olds will take over everything during the next thirty years. It is the flow of time and human wishes and desires. These states of changes (maturation) of personalities need inclusive and fair education to acquire quality knowledge and skills. They need to communicate, listen, and understand each other and be ready to offer additional values for SHIFT.
They are living in different conditions; they come from HIC, MIC, and LIC, with various cultural roots, differently equipped for life (materially, mentally, biologically, spiritually, and physically), brought up in megacities, in urban and peri-urban areas or in rural areas and yet, on a holistic level, with a common idea, to succeed on the GT platform. In the environment in which all human performances are prepared and performed. Their librettos can capture the scenarios (GDT, GHA, GFA, and others). It is about the complex perception of the world that is constructed and communicated, and we should be in these processes.
Communication is the best filter to separate quality from fraud. The proposed scenarios (their libretto) will help them get involved (e.g., as UN youth delegates, in youth advisory bodies, on the global investment platform), including the participation of marginalized youth and future generations. All and none of us humans must be left behind; humanity has an interest (motivation) in its sustainable existence. It is a reasonable basis for the moral and intellectual sustainability code of Humans in the GT environment.
Considering the role of young and future generations in 2030 and beyond is challenging, especially in low-income countries (LICs). How can young people be engaged during primary education, orient secondary schools, and involve universities in a global investment platform with intellectual support for the expected SHIFTs? This time division, the response to the demand (interest) in education among young people, and the readiness of future generations determine the meaningfulness of all measures related to the tasks of the previous chapters. Therefore, even in this chapter, the call for communication, e.g., to a separate "Web Portal" to support the entry of young cycles set by the DD model, is recalled. Scenarios, e.g., GDT, GHA, and GFA, need to accept and enrich the excellent communication of old texts and transform them into electronic communication and teaching forms in primary and secondary schools. It should be the task of universities, especially all in LIC.
Chapter 5 Transforming global governance
Chapter 5 presents three main recommendations and mentions another five. All of them are important, and it is good to discuss them to reach their final form, confirmed by a common consensus. On a global level, holistic views have their place. Holism is based on the belief that we should know more and understand all around us, not only in terms of its parts but on a more significant whole scale. It is the worth of antiquity and its repeating messages. For example, in detail, understanding the initiatives (principles) of the MDGs and SDGs as a whole must be deeply understood (in the content of the proposed transformation of the Agenda 2030). Which, after the millennium break, comes with an understandable and feasible solution. It is appropriate to think about how to proceed after 2030. If we accept 30 years as the working period for the scope of one generation, then we should consider the year 2060 today. We have only five years to prepare after the end and evaluation of Samint 2024.
A recommendation on how to approach the transformation of global governance is to offer a "bottom-up" approach, the forthcoming methodology of the Self-Powered Community (SPC) concept. It is a set of stimuli for organizations and their development projects and their readiness to enter the model of a basic unit of the "civil society" type with standard parameters for acquiring their values with their money provided (obtained, borrowed) always for a specific time determination (through projects linked to state and local governance units, e.g., infrastructure, technical, for education and health on local territories (units of a province). The motivation must come from the provinces, governor, leaders, and voters. For HIC and MIC, it is about their future; for LIC, it is a reality; it is the move to their future (not to be left behind). For some, it is a current need; for others, it is participation in creating good practices in the GT environment.
Multiple models focused on specific economic, test, and investment offers to support the recommendation. They focus on sustainable and trustworthy financing (combined financing) and promoting money as a service that individuals, teams, and collectives need for their well-being and security.
They offer testing of project procedures (using new Blockchain and Smart Contract technologies) in informal and legal environments less burdened by "smog" through the global network of SPC Utilit assisted (leveraged) by the specific sets of SPC Drivers for the cooperation with LGUs (Loca Government Units). Globally, in each province and their respective states. These are recommended activities for LICs with support from MICs and HICs to grow the necessary knowledge, data, and communication pool locally, regionally, and globally. The more extended offer is about the preparation and implementation of the project "Open modular units, OMU for crisis solutions of LIC territorial units with the potential to implement sustainable investments with the potential for further development (to crisis areas of settlement, resettlement of refugees, for individuals, families, and broader collectives due to the prediction and impacts of climate change, local natural and war disasters).
